Winterization livelihoods support for livestock

The current application phase opens on 13 November 2025 and lasts until 30 November 2025, with the possibility of extension to reach the target number of participants.

Applications are accepted from residents of:

• Rural area of the Vasylkiv hromada, Synelnykove district, Dnipropetrovsk region;
• Bohatyrivka village, Mykhailiv hromada, Zaporizhzhia district, Zaporizhzhia region.
• Rural area of the Hrushiv hromada, Kryvyi Rih district, Dnipropetrovsk region;

During the application review process, the social and financial vulnerability of households will be assessed.

ERC applies a needs-based approach focused on vulnerable households whose main source of livelihood is livestock and/or poultry farming. ERC will provide assistance to the following categories of vulnerable rural households (families living under the same roof):

• Households with low income
• Households with unemployed members of working age (18–59 years old).
• Displaced households (or those hosting internally displaced persons — IDPs).
• Households whose homes, equipment, or means of livelihood have been damaged, destroyed, or stolen as a result of hostilities.
• Households with persons with disabilities.
• Households with elderly members (60+)
• Households with a single mother or father who has lost the main breadwinner.
• Households with three or more children under the age of 18.
• Households with pregnant women and children under the age of 3.

The maximum grant amount is 26 671  UAH and can be used for various combinations of the following:

The grant may be used for:

• Purchasing feed for animals
• Covering veterinary services
• Purchase of materials for the repair or insulation of cowsheds and barns for livestock and poultry
• Other expenses, subject to approval by the Estonian Refugee Council

Note: The grant may also cover the cost of delivery of goods/equipment/feed for animals, installation of materials, and similar related expenses.

Grant funds cannot be used to pay off debts, rent or repair of residential premises, purchase of machinery or equipment, taxes, or other non-targeted expenses.

Assistance is provided to a household once per winter season and is subject to deduplication with other partners.

The grant assistance is provided free of charge!

The assistance transfer mechanisms will be as follows:

• Direct transfer to a bank account;
• Cash collection at a Raiffeisen Bank or Ukrposhta branch;
• Home delivery via Ukrposhta.

Application:

1. In the Application, select and fill in only actual data: mobile phone number, email address, place of residence, household status, presence of livestock and poultry, etc.;

2. The application will be considered only if you consent to the collection, processing and storage of personal data (on the last page of the Application) in accordance with the Law of Ukraine “On Personal Data Protection”.

3. All fields of the application are mandatory.

4. Attach supporting documents in all relevant sections of the Application.

5. In the free fields, describe the answers to the questions in your own words.

6. For faster consideration of your application, carefully fill in each field of the application.

Application Form

It is necessary to provide a scanned copy or photo of the passport,  certificate of the identification code (or a copy of the passport page with a mark on the refusal to obtain the identification code), an IDP certificate with the actual place of residence (etc.), other documents justifing war-affected status, and a consent for the processing, storage, use, and transfer of personal data.

1. Eligibility Check. Verification of compliance with the technical requirements of the Program (including the accuracy and completeness of the completed online application; availability of documents confirming vulnerability; socio-economic/demographic status of the household). Applications that do not meet the eligibility criteria of the Program will not proceed to the next stages of evaluation.

2. Application Assessment. Applications admitted to the second stage of evaluation will be reviewed according to the following criteria: the current situation of the household; photo/video evidence confirming the presence of livestock/poultry; description of expenses required to prepare the livestock for winter; and the criticality of the assistance for the survival of the animals during winter.

3. Application Selection. Applications that have passed the first and second stages will be reviewed to ensure consistency in selection with a view to achieving the target number of program participants.

After the application is approved, the payment will be made according to the transfer mechanism selected in the application form (available transfer options are listed above). The expenses must correspond to the list specified in the application and be incurred within one month after receiving the assistance funds.
The Estonian Refugee Council (ERC) is not responsible for any expenses incurred by the applicant in connection with submitting the application.
