Estonian Refugee Council implements a Winterization program during the 2025-2026 winter season.
The purpose of the program is to assist households affected by the conflict in maintaining their livestock during the winter period. The program provides support in the form of funding for the purchase of feed for livestock and poultry, materials for insulating their housing, as well as access to veterinary services and medicines.
Cash assistance for animal feed will improve the food security of vulnerable households through livestock products. Repairing livestock facilities or cowsheds will help protect animals from cold weather and wind, reducing the incidence of infectious diseases and supporting their survival during the winter season. Support for access to veterinary services will help lower the risk of infections among livestock and poultry, which are common in winter.
From November to December 2025, under the Winterization livelihoods support for livestock programme, financial assistance of up to 26 671 UAH will be provided to 160 households, based on their livestock and poultry winterization needs (e.g., damaged or inadequately equipped cowsheds, feed requirements for poultry and livestock, etc.).

The current application phase opens on 13 November 2025 and lasts until 30 November 2025, with the possibility of extension to reach the target number of participants.
Applications are accepted from residents of:
- Rural area of the Vasylkiv hromada, Synelnykove district, Dnipropetrovsk region;
- Bohatyrivka village, Mykhailiv hromada, Zaporizhzhia district, Zaporizhzhia region.
- Rural area of the Hrushiv hromada, Kryvyi Rih district, Dnipropetrovsk region;
