Estonian Refugee Council in Ukraine is implementing the Emergency Livelihoods Programme. The objective of the programme is to provide access to livelihoods to vulnerable households affected by the armed conflict, generate new sources of income and support people to achieve the subsistence minimum.

Programme covers selected hromadas in Kirovohradska, Poltavska, Cherkasska, Zaporizka, Dnipropetrovska and Donetska oblasts and selected households will receive livelihoods grants of up to 42,000 UAH per household to start or resume economic activities enhancing their livelihoods.

During the application review process, the social and financial vulnerability of households will be assessed.
Below are the vulnerability criteria that must be met and confirmed in order for a household to be eligible to apply and participate in the selection process:- Household is internally displaced (IDP)
- Single parent headed household
- Household with 3 or more children under the age of 18
- Household with new-born children under 2 years of age
- Household whose members have a disability of the 1st or 2nd group
- Household whose members need expensive medical treatment or care
- Household of elderly members (60+), including single elderly
- Household whose dwelling was partially or fully destroyed due to the conflict
- Household with members who were injured or died due to the conflict
- All household members aged 18-49 unemployed
- At least one household member aged 50-59 unemployed
- At least one household member with
permanent sickness unable to work
Mandatory criteria:
The applicant and their family members must not have received similar assistance from ERC or other organizations within the previous 12 months at the time of application submission. However, exceptions may apply if the applicant’s family has been repeatedly affected by the armed conflict in Ukraine.Priority is given to individuals who are not in permanent employment and/or do not have a stable source of income.

The emergency grant support ranging from UAH 29,000 to UAH 42,000 is provided to support the following types of livelihood activities (either to launch or restore an activity):

The grant may be used for:
- Purchasing large and small livestock
- Acquiring equipment for meat or dairy production
- Purchasing poultry
- Acquiring equipment for poultry farming
- Purchasing beekeeping equipment and raw materials
- Purchasing bee colonies and beehives
- Covering veterinary services
- Purchasing equipment and tools for food processing
- Purchasing raw materials for product manufacturing or service provision
- Other expenses, subject to approval by the Estonian Refugee Council
Note: The grant may also cover the cost of delivery of goods/equipment/livestock, installation of equipment, and similar related expenses.

Applications will be reviewed only if the APPLICANT agrees to the processing, use, transfer, and storage of personal data.
If the household (or any household member) has received a grant/grants for self-employment/business support from other international/national humanitarian organizations or the government between 2022 and 2025, the application must indicate when such a grant was received.
Humanitarian multi-purpose cash assistance is provided based on an individual assessment of households, considering various socio-economic criteria and vulnerability criteria.
Vulnerabilities must be confirmed with the relevant documents.
The presence of a vulnerability category is a prerequisite for participation in the program but does not guarantee cash assistance.
A decision on preliminary approval is made based on the information provided by the primary applicant representing the household in communication with the Estonian Refugee Council team.
In case of a positive decision, the maximum amount of cash assistance for business activity will range from 29,000 to 42,000 UAH per household.
Participants of the program who receive assistance may additionally be contacted by representatives of the Estonian Refugee Council for post-distribution monitoring.
Such monitoring is conducted in accordance with established procedures to ensure the targeted use of resources and to assess the effectiveness of the assistance. It may include verification of the receipt and distribution of aid, as well as an evaluation of compliance with the conditions for receiving assistance.
